Public and Employee Participation Process

During the past month, several efforts have been launched to ensure that GSFC Employee and the public are fully informed of and involved with the preparation of Goddards draft FMP. At workshops held on October 16th and 18th it was announced that Goddard would delay submitting their draft FMP to the National Capital Planning Commission (NCPC) for several months. During that time additional traffic data will be collected and additional analyses performed on the East and West alternatives for re-aligning Soil Conservation Road. With the assistance of a facilitator, this time will also be used to ensure that employees and the public will have:
- an appropriate opportunity for input into the draft FMP
- an ongoing, interactive role in the FMP process
- an objective analysis of controversial issues
- an understanding of the NCPC review process and the publics role in that review
- an opportunity, along with GSFC, to establish communication and cooperation on this and future matters
The following actions have occurred:
1) All questions raised by the employees and the public have been listed on the GSFC FMP website. There are currently 213 separate questions.
This Listing is intended to show all questions asked to date. It will be linked to a Presentation section that categorizes and addresses each question, as answers are available.
2) A Community Council has been formed with representatives from nearby community associations and coalitions. This Council will work directly with the facilitator and GSFC staff. The first meeting of the Council is scheduled for November 15, 2001 with the following agenda:
- Review a list of all local, county, state, and federal stakeholders who have been consulted on the FMP draft and their comments.
- Review the study area and process for the traffic analysis and 2020 projections as it has been expanded based on questions raised by and input from the community.
- Identify any public stakeholders the Community Council would like to contact.
- Discuss the details of what additional work is being done regarding the East and West SCS alternatives means.
- Review a schedule for the project
- Review the Listing and Presentation format and content

3) This is the first Facilitators Report. On a regular basis, additional reports will be issued to keep interested parties informed of current status, next steps, and overall schedule for the FMP. These Reports will be distributed to all interested parties directly and re-distributed by community or homeowners associations or the Community Council members.
It will also be posted in the FMP website.
I believe we are establishing a reasonable and workable approach. The website, the Community Council, and these Reports provide a foundation for identifying issues, communicating with the appropriate parties, collecting and disseminating information, and keeping everyone informed and involved. If you have any suggestions to improve the process they are most welcomed.
